1、關(guān)于澳大利關(guān)于澳大利亞檢亞檢疫檢驗(yàn)檢驗(yàn)局調(diào)整進(jìn)境貨物植物包裝隨附植物包裝隨附單證單證有關(guān)要求的有關(guān)要求的說(shuō)明近日，澳大利亞檢疫檢驗(yàn)局（AQIS）官方網(wǎng)站發(fā)布行業(yè)通報(bào)（NoticetoIndustry232009），對(duì)原有輸澳貨物植物包裝隨附單證要求進(jìn)行了部分調(diào)整，并將于2009年8月1日起實(shí)施。為確保我輸澳貿(mào)易正常進(jìn)行，經(jīng)與澳方多次溝通確認(rèn)，現(xiàn)就有關(guān)問(wèn)題說(shuō)明如下：一、關(guān)于膠合板制成的包裝需要強(qiáng)制處理問(wèn)題。由于新規(guī)發(fā)布后收到大量來(lái)自外界的

2、評(píng)議意見(jiàn)，AQIS決定對(duì)這些評(píng)議意見(jiàn)進(jìn)行評(píng)估，并取消實(shí)施該項(xiàng)調(diào)整。同時(shí)，AQIS將繼續(xù)延用現(xiàn)有規(guī)定，接受膠合板加工聲明。具體情況及有關(guān)要求請(qǐng)參見(jiàn)附件（Noticetoindustry38／2009）。二、對(duì)輸澳貨物木質(zhì)包裝，須按木質(zhì)包裝國(guó)際植物檢疫措施標(biāo)準(zhǔn)（ISPM15）進(jìn)行檢疫處理并加施IPPC標(biāo)識(shí)，AQIS不再接受檢疫處理證書。三、關(guān)于包裝年度聲明（AnnualPackingDeclaration）的理解問(wèn)題。APD應(yīng)由包裝企業(yè)出具

3、，適用于長(zhǎng)期（一年以上）向特定的出口商和進(jìn)口商提供相同包裝種類的情況。APD如經(jīng)AQIS認(rèn)可，將持續(xù)一年有效。該項(xiàng)規(guī)定調(diào)整后，包裝企業(yè)可不必為每一批出口貨物出具包裝聲明。此外，據(jù)澳方介紹，通報(bào)中還要求所有實(shí)施熏蒸處理的輸澳貨物隨附的熏蒸證書，必須符合AQIS溴甲烷熏蒸標(biāo)準(zhǔn)附件5有關(guān)規(guī)定，或者在證書上注明以下任意一條聲明：treatment”pleaseprovideadviceonwhoconductsthetreatmentifthe
