1、安徽財經大學碩士學位論文 1 中國汽車產業(yè)戰(zhàn)略性貿易政策研究 中國汽車產業(yè)戰(zhàn)略性貿易政策研究 內容 內容摘要 摘要 自 2001 年加入世界貿易組織以來， 我國按照入世的承諾逐年降低進口關稅， 截止到2006 年，進口汽車的整車關稅已降到 25%，汽車零配件稅率降到 10%，進口配額許可證制度也完全取消，對外資進入的種種限制也逐漸消除。面對一個紛繁復雜而又競爭激烈的國際市場，再加上人民幣的升值，美國金融危機和歐洲債務危機導致的國際市場需

2、求緊縮，中國汽車產業(yè)將何去何從，汽車產業(yè)政策又將作何調整，政府在貿易政策制定中的地位又將如何，這些都是擺在中國汽車產業(yè)人面前亟需解決的問題。 本文簡要介紹了戰(zhàn)略性貿易政策的基本含義及其利潤轉移理論和外部經濟理論的基本思想。 緊接著研究了在不同時代背景下美國和日本實施戰(zhàn)略性貿易政策的主要方式和成功經驗。對先進科學技術的重視，嚴格而又多樣的限制進口和促進出口的政策，以及政府在該政策實施當中的重要作用都對兩國支柱產業(yè)的跨越式發(fā)展產生了一定積極

3、影響。中國汽車產業(yè)從無到有，從簡單的技術引進到自主創(chuàng)新，從嚴格的保護到市場的開放， 其幾十年來的發(fā)展成就令世人矚目， 這其中與國家經濟大環(huán)境的改善有很大的關系，但加入 WTO 前的貿易保護對汽車產業(yè)的資本積累和技術積累的作用不可忽視，國內市場開放后政府適宜的政策干預是汽車產業(yè)實現(xiàn)跨越式發(fā)展的保障。 在介紹了近年來我國汽車產業(yè)發(fā)展所取得成就的基礎上，著重分析了入世前和入世后我國貿易政策的不同，并利用修正模型對戰(zhàn)略性貿易政策中關稅和補貼政策
