簡介:中國科學技術大學博士學位論文基于制度視角的高等教育政策評估姓名鄭中華申請學位級別博士專業(yè)管理科學與工程指導教師王戰(zhàn)軍20091001摘要空間中,高等教育政策不斷地被產生和執(zhí)行,一項社會議程能否上升為政策在相當程度上取決于它對官員名義政績的價值。這一空間還決定了社會主體對高等教育的參與結構,即參與者實現(xiàn)自身目標的程度取決于他們直接或間接影響行政官員獲得名義政績的程度。結合上述工作,本文設計了高等教育政策評估的驗證一還原框架??蚣艿尿炞C部分由事實驗證和規(guī)范驗證組成,事實驗證主要考察政策執(zhí)行對社會和個人的實際影響,并對它與社會情景的相關性作出回答;規(guī)范驗證則在充分考慮政策目標和結果對個人、團體和社會影響的基礎上,探討政策與正向社會價值取向問的契合程度;而后兩類驗證結果通過集結矩陣綜合成關于政策輸出的評估結論,實現(xiàn)了事實與價值的整合??蚣艿倪€原部分則基于弱還原論,從政策的實際影響回溯到政策的形成和執(zhí)行環(huán)節(jié),提出了高等教育政策的形成、執(zhí)行中的目標建構性以執(zhí)行中效率的評估模型,并以大學重點建設政策為案例對驗證一還原框架進行了實證?!詈蠼Y合中國社會的轉型背景,從支持良治政策不斷產出的目標出發(fā),指出當前的行政制度變革面臨著一個明顯的轉型悖論,即變革由政府來發(fā)動卻以形成對政府權力的有效制約而終結。在基于博弈論分析的基礎上,提出悖論可行的破解路徑在于通過對公民社會的培育來使制度轉型成為一個不可逆的社會進程。關鍵詞高等教育;政策評估;制度;博弈論;還原論II

簡介:西南大學碩士學位論文遠程高等教育質量監(jiān)控體系構建的研究姓名范祖仲申請學位級別碩士專業(yè)成人教育學指導教師劉義兵20090301兩南人學碩十學伊論文中文摘要程高等教育學習是學生的自主學習,這種自主學習是以學生自治為前提的,這就要求學習者了解自己現(xiàn)有的認知結構、認知能力和認知習慣,了解自己面I臨的發(fā)展任務和學習需要,同時了解自己所處的社會結構和環(huán)境條件等;同時,學生的自主學習也離不開外部條件的支持,也即是基于教育資源的自主學習,通過遠程高等教育質量監(jiān)控診斷學生的認知結構、學習態(tài)度以及教育資源和支持服務系統(tǒng)能否滿足學生的自主學習要求。三是方法論。遠程高等教育質量形成、發(fā)展的過程與教育的輸入、過程和輸出密切相關,因此,教育評價中的CIPP模式和全面質量管理也應成為遠程教育質量監(jiān)控的方法論基礎。運用CIPP模式,開展遠程教育質量監(jiān)控與評價,可以將社會的宏觀質量需要轉化成教育目標或者質量要求,并根據(jù)各校辦學實力合理定位質量水準,并制定切合實際的培養(yǎng)方案,為遠程教育的輸入提供保證;以過程評價為重點,不斷監(jiān)控教育質量,達到及時糾正偏差為目的;以成果評價為依托,科學鑒定遠程教育的人才培養(yǎng)質量,為制定新的人才培養(yǎng)方案提供事實依據(jù)。全面質量管理的基本核心就是提高教職員工的素質,增強質量意識,調動人的積極性,使人人做好本職工作,通過抓好教學、科研等工作質量來保證和提高教育質量。第三部分論述了我國遠程高等教育質量監(jiān)控的目標定位。提出了學習支持、課程開發(fā)、教學過程、課程結構、學生服務、教師培訓和教學效果等7個一級指標以及24個二級指標。第四部分對拓展我國遠程高等教育質量監(jiān)控的內容作了深入分析,提出我國遠程高等教育質量監(jiān)控的主要內容,即是教育管理系統(tǒng)要素、遠程高等教育課程設計、學習支持系統(tǒng)和結果監(jiān)控。其中,教育管理系統(tǒng)要素的監(jiān)控的主要內容是生源質量控制、教師專業(yè)水平監(jiān)控、教學過程監(jiān)控和學習過程監(jiān)控。學習支持系統(tǒng)監(jiān)控的主要內容是網(wǎng)絡教學支撐平臺的監(jiān)控、基礎設施的監(jiān)控、教學資源的監(jiān)控、教學支持過程監(jiān)控和服務水平監(jiān)控。結果監(jiān)控的主要內容是學生考試成績、論文及成果、社會認可度和顧客滿意度的監(jiān)控。第五部分論述了我國遠程高等教育質量監(jiān)控的方式與方法。主要有外部監(jiān)控和內部監(jiān)控兩種方式。其中外部監(jiān)控主要是教育行政機構的監(jiān)控和社會監(jiān)控。內部監(jiān)控主要包括雙向運行校、院系分層教學質量監(jiān)控體系、建立科學的遠程高等教育質量評價體系和完善教學管理規(guī)章制度及監(jiān)控配套設施。關鍵詞遠程高等教育質量監(jiān)控體系構建IL
