3、yofthehighereducation.Ontheotherhtherapiddevelopmentofhighervocationaleducationfourcountrymodernizationalsoprovidesrichhumanresources.Educationstatisticsaccdingtotheministryofeducation(2012)showsthatthereareatotalof2442n

4、ationalinstitutesofhigherlearningincluding1297highervocationalcollege.Thoughweourselveshavelongknownthat:highervocationaleducationhasthedualattributes:the“highereducation““professionaleducation“its“professionaleducation“

5、thepropertiesofthehighervocationaleducationisthe“quality“thenatureoftheattributeHighervocationaleducationnowisidentifiedbytheministryofeducation.Itisnotalevelof“highereducation“but“atypeofdevelopmentofhighereducationwhic

6、hhasirreplaceablefunction“acrectpositioning.Alsoitistoministerinadditioneducationfrontduringtheperiodof“11thfiveyearplan“:“vigouslydevelopingvocationaleducationincludingdevelopinghighervocationaleducationimprovingthequal
